This paper presents a critique of the theories that explain democracy, or its absence, in Latin America, in structural terms and also discussing some changes in the concept of democracy. In the end, it presents data that support the conclusion that in Latin America, political forms, including democracy and dictatorship, are unstable and unpredictable, at least based on current knowledge in the social sciences. The types of prediction that, with very little success, have been used in the study of Latin American politics are also analyzed, also trying to analyze some of the causes of this failure and make some suggestions.
